Community Development Opportunities
Funding is available to provide a reduced cost for installation of septic systems through Vinton County Community Development. Please contact their office with any additional questions at 740-596-3529.
Operation and Maintenance Program
Ohio Statue requires ALL STS installed after January 1, 2015 to be placed in the O&M program. Following your STS cover inspection you will be issued an operation and maintenance permit. This permit is valid for ten years. You will receive a letter & application 30 days prior to expiration. Renewal requires an inspection from our office or a registered service provider.

Soil Evaluators List - Soil Scientists for soil evaluations.
Ohio Administrative Code Rule 3701-29-07 requires that an evaluator shall have the knowledge and experience to facilitate the review of site and soil conditions, using information provided by the homeowner and these rules to identity appropriate areas for the siting of STS and Gray Water Recycling Systems (GWRS). Soil Evaluators shall be knowledgeable of the requirements of this chapter, available technologies, and the science of pedology.
Rules require that soil evaluations shall be completed by:
A soil scientist or soil classifier certified by the soil science society of America (SSSA) completing the soil evaluation while acting as an independent agent of the owner or board of health;
A SSSA associated professional soil scientist that is supervised by a SSSA-certified soil scientist completing the soil evaluation while acting as an independent agent of the owner or board of health;
A soil professional registered by a state or national organization with equivalent minimum qualifications and/or demonstration of competency for soil evaluation as approved by the director of health;
A registered sanitarian employed by the board of health having jurisdiction where the soil evaluation is to take place completing the soil evaluation on behalf of the board of health when the employee is determined by the board of health to be capable of meeting the tasks in paragraph (C) of this rule; or
Other persons approved under a certification program or other training program as approved by the director of health.

Ohio Administrative Code Sewage Treatment System Rules - Chapter 3701-29
As of January 1, 2016, all tanks used in sewage treatment systems shall be approved by the director for use in the state. The list of ODH approved tanks can be found here.
Here you can find Ohio Department of Health new regulations for 2026. Which goes over the new soil evaluator rule that went in effect. Stating Soil Evaluators Approved Under Ohio Administrative Code Rule 3701-29-07 (A)(5) is good until February 2026. ( Soil Evaluators are separate from Certified Professional Soil Scientist (CPSS)).
